Joseph Eunice Billops Obituary

Joseph Eunice “Poppy” Billops passed peacefully on December 16, 2025, at Casey House Hospice in Rockville, Maryland. He was born June 1, 1940, in Seaford, Delaware.


Joseph proudly served in both the United States Army and Air Force, attaining the rank of Master Sergeant (MSGT), and dedicated his life to healing as a combat medic. He later worked as an EKG Technician at the National Institutes of Health and served as a Chaplain for the Veterans of Foreign Wars (VFW).


Affectionately known as Poppy, he was quiet, loving, and hardworking, with a deep love for music, writing, and family. He is survived by his daughter, Joanne E. Lee; grandchildren Dora Ann Bautista, Helen Virginia Bright, Michelle Trudi Bright, and Fredrick Colston Lee; and his cherished great-grandchildren. His legacy of compassion, integrity, and service will live on through all who knew and loved him.
