Born on July 6,1943, in Gambrills, Maryland, to the late Charles E. Howard and Hazel A. Belt-Howard. She departed this life on Thursday, January 3, 2019 at Holy Cross Medical Center, Germantown, MD, as she received her heavenly wings...

Rosa received her education in the Anne Arundel County Public School System. She graduated from Wiley H. Bates High School in 1961.  Rosa completed two years at Morgan State University, Baltimore, MD.

In 1964, Rosa began work as a Teacher's Aide in the Anne Arundel County Public School System, and then in 1967, she was hired at the Department of Commerce in Washington, DC where she remained employed until her retirement in 1997, after 30 years of service.

Rosa  was united in holy matrimony to the love of her life, the late Rudolph "RQ" Queen, Sr. From this union, they were blessed with three children, Rudolph Jr., Antonio and Sharrie.

Traveling was one of Rosa 's favorite past-times, as she thoroughly enjoyed taking bus trips. Another of her hobbies was crocheting. Rosa loved life and enjoyed telling jokes and keeping others laughing. Affectionately known as "Sissy” she enjoyed eating; Sunday's were spent enjoying a good breakfast or lunch buffet with her sister Margaret. and this time was very special to her.

Much of Sissy's time was spent with her grandchildren. They were her everything and shared a close and very special bond.

Rosa was a member of the Golden Girls Club at Living Waters Church. There, she was very active with the club, taking local bus trips and remained involved until her health began to fail. Although not a member of Living Waters, Rosa attended when possible for spiritual inspiration, praise and worship.

In addition to her parents, Rosa was   preceded in death by her husband, Rudolph Queen, Sr., her son, Antonio Queenn, two brothers, Charles Howard Ill, and William A. Howard; a step-son, Herbert Queen and two step-daughters, Renee and Zenita Queen.

She leaves to cherish her memory one son, Rudolph, Jr.; one daughter, Sharrie Queen, thirteen grandchildren, nine great-grandchildren, one sister, Margaret Howard; four sisters-in-law, Sheila Howard (William), Gertrude Howard (Charles), Geraldine Lippman(John) Delores Henderson, four brothers-in -law, Steven (Shirley), Donald (Cheryl), Allen (Diane), Alvin; seven aunts, Ruth Belt, Shirley Belt, Martha Harris, Sylvia Belt, Irlene Belt, Gertrude Belt, Francis Hamilton, one uncle, Oscar Belt, and a host of nieces, nephews, cousins and friends.
