William (Billy) E. Brown, born to the late James and Hattie Brown on November 28, 1944, in Washington, DC. He departed this life on Tuesday, February 12, 2019 at Shady Grove Adventist Hospital after a short illness.
Billy was educated in the Montgomery County Public Schools. He graduated from Damascus High School. During his school years, Billy played drums, ran track and field and also did gymnastics.
